There are some awesome tiles add-ons on this site, primarily for RMVX/VXA. It's in Portugese, but it's easy to navigate and figure out. Well worth a visit if not to download anything, then just to browse.
This is probably the best known site in the RM2K/3 community. Not only can you design characters online and save them onto your hard drive, you can also download an offline version too. Creating charsets with either method is quick, easy and fun.
This is a more comprehensive character maker, Google-translated into English from its original Japanese version. I love creating characters here, even if none of them ever make it into games!
This site has a handful of cool resources, including tileset and tileset extensions, as well as a plethora of sprites. Even though it hasn't been updated for around a year, it's still worth a mention because of the quality of these resources.

This Japanese site has very few resources on it, but it's mentioned because it's the only one I know of with "school" themed resources, from characters to windowskins.
A French site with a few resources, but they are quite good, including Windowskins. The site does not appear to have been updated for a while.
This is the ultimate and original online RMVX character creator (and the only one as far as I know). Not only can you create your own characters by setting a series of options, but you can randomize characters. The output even has the appropriate facesets to use too!
This is a very good, resource-rich site. Sadly, however, it was announced that updates to the site have ceased. Many of the resources are still online and ready for use, but make sure you credit the original creators accordingly.
There are a few decent character sets for RMXP on this website, although it doesn't have that much content. I do like the charsets on this site; they're well-made and varied.
This site does have quite a number of quality resources and materials, from iconsets to sideview battlers. It's well worth checking out.
Contains a comparatively small amount of resources, but good ones nevertheless. Some are matching sets and some are add-ons too, including ships. It does not appear that the site has been updated for a while.
